Is it normal for my cpu turbo boost to be on all the time while gaming and is it normal to hit temps up to 85c?

Cpu: Intel i5 8400
Gpu: gtx 1060 6gb

Per Intel, that CPU has base speed of 2.8 GHz and turbo of 4 GHz, so boosting to 3.8 GHz seem quite reasonable. 85 C seems quite high. What is the temperature at idle? If that is quite high and your case does not seem oddly warm, you might just have a miscalibrated thermal diode.

That's about right. 85 C is hotter than I would like. Your system is not crashing (I assume), so it can handle it, but I would still look at fan speeds and trying to get a bit more hot air out of your case.

the factory cooler is not a Noctua, alas, so, as long as it is not throttling, that's probably as good as it gets until winter and 20C room temps will lower it by ~3-4C

If you had better cooling your CPU could reach even higher Turbo boost speeds.
