Question Is it normal for my laptop cpu to go above the base speed on startup?

Whenever I start my laptop the fan is always really noisy and the CPU is always running at about 3.5ghz while the base speed is 2.9ghz. It goes down after a while and I was just wondering if this was normal.

Yes, the CPU will boost as required. At startup, depending on what you have set to launch ,the CPU may be utilized a bit. If the clock speeds settle to base soon after, that's all it likely is

Turns out I was running my cpu at 100% at startup and the fan had to spin faster to compensate
