Question Is it normal for my PSU to buzz?

About 1 month ago, I've built myself my first computer with these parts:

Asus PRIME B550M-A/CSM
Ryzen 5 5600X
T-Force Vulcan Z 16 GB (2x8) DDR4 3600MHz
Sapphire Pulse RX 7600 OC
1TB Kingston NV2 4x4
512GB Intel SSD 3x4
MSI MAG A650BN

And just today after changing the cooler to the Deepcool AG300 it started making a weird buzz sound when in Windows 11.

I've booted into BIOS and it doesn't make any noise other than the fan, but when I boot into Windows, it instantly starts buzzing.

For example: during boot up/reboot process, it sounds like a old SCSI drive; during idle, it's completely randoming buzzing.

Not sure what it could be, all parts are brand new, so they are still under warranty. I've made sure that there is nothing interfering with the PSU fan, and I've even looked through the PSU from the back to make sure nothing is touching the fan.

Get a sheet of A4 paper, roll it into a cylinder, holding one end of the tube to your ear while the other end is used to locate the source of the sound. if the only thing you changed was the CPU cooler, the noise might be coming from the fan on the cooler itself, though I'm not in front of your PC which is why I'm making an assumption.

A video with audio would help two fold but you'd be able to find the culprit faster with by paying attention to and looking for the source of the sound.

Matter of fact I did it even better. I unpluged all the fans from the computer, shut off all sources of sounds from the room, and powered on the PC like that.

Not to worry about temperatures since the CPU stayed at a chill 45°C, and GPU at 40°C, room temperature is 24°C.

I'm pretty certain it's the PSU and not the PSU fan making the noise, as it's coming from the top of the PSU and not the bottom of it where the fan is placed. I would open it up, but from what I read on this forum it's risky and I shouldn't do it without any experience.

Noise can only be generated by moving part, which includes your case fans, cpu fans, gpu fans and psu fan or in rare cases PSU coil whine which is very distinct in terms of noise.
The PSU you have is mediocre, Tier C actually, and could be the source of the issue here.

In my humble newbie opinion the best I can do is file a RMA claim and see if the same happens with the replaced PSU.

I'm so stressed that it's gonna blow up I started a stress test with cinebench and I started to smell the PSU for anything, but it smelled ok, even tho it was making that noise.
