[SOLVED] Is it normal for PC to occasionally stutter in most games?

2 years ago I sold my console to switch to PC gaming with 60 fps (core i7700, gtx 1060 6gb, 16 ram, ssd - at that time this was enough for 60 fps in most games on medium-high settings, and even now, to be honest, enough). And the first thing I noticed is that most games have microfreezes, which I don't remember on my console.
over the past 2 years I have tried all the life hacks from the Internet, a bunch of reinstallations of Windows and millions of tests by which it was clear that everything was ok with my equipment. And a few times I thought that maybe this is the way it should be and I just stick to small things that most people don't annoy. I'm not here to find out how to deal with the situation, but in order to find out - maybe it's okay for a perfectly working system to sometimes stutter in games, or is there any problem with my PC?

Here is an example of how Borderlands 3 works at the lowest settings, on the same channel there are several more videos on Borderlands + 1 video by pathfinder kingmaker.

Solution
Stuttering is usually a momentary cpu overload.
Faster single thread performance is usually the cure.
Your i7-7700 has a single thread passmark rating of 2490. Actually, quite good.
On your motherboard, a i7-7700K would be 2769.
A modern i7-10700K would be 3035.
The fastest reported I have seen is 3693 for the upcoming 5950X
Something similar is reputed to come from the upcoming rocket lake processors.

Another possible cause for stuttering is the drive used. If a game needs testures from a drive, or needs to take a checkpoint, a ssd will resolve that some 40x faster.
Are you overclocking anything?
What is the exact model(s) of your drives?
Do you get the same stutter if you run Unigine Valley?

Run a UserBenchmark and post a link to the results.
No im not overlocking anything.
WDC WD5000LPLX-00ZNTT0 and PLEXTOR PX-128S3C.
There were definitely a few stutters. What is strange is that there were no stuttering in Furmark test.
I don't know how to properly post results.

Are your games on the HDD or SSD?
I tried both. Also, videocard isn't an issue, i tested my pc with different GPU and stutters were still there. My CPU is overheating in aida stress test, but it does'nt overheat in games, usually max 65 degrees. And i have freezes even when CPU is like 50 degrees. So i suppose CPU isn't an issue either.
 
What was the other GPU you tested?
Run HWiNFO64 in the background (sensors only with logging on). Please the game where you get the most stuttering for at least 20 mins. Take note of the time where it's stuttering (down to the minute). Exit the game and review the log to see what each of your components were doing while stuttering or post a link to the log file so we can have a look.

GTX650 TI BOOST. I know it's much weaker GPU, but i tested it in older games which are stuttuering with my GTX1060 too and in couple more modern games lags where in the same maner and place. Like in borderlands 3 i have stutter everytime when opening inventory, it's noticeble even on 30 fps.
