Question Is it normal my new psu cause static shock?

so i had new psu cv 550, when i instal it to my pc it static shock me when idle but when full load doesn't shock me? is it normal static shock on pc?

Its not normal. I had a Coolermaster MWE 650W 80+ Gold that did this and it was faulty.
Fix up the wires, dont let them bunch up inside the case.
