Is it normal to have electricity flowing through my side panel screws?

My PC build is:

CPU: Intel Core i5-8400
CPU Cooler: Cooler Master 212X
MB: ASUS PRIME Z370-A
RAM: Corsair Vengeance RGB Pro (3000Mhz CL15)
SSD: Samsung 860 EVO 2.5'' (250GB)
HDD 1: WD Blue 2.5'' 500Gb
HDD 2: WD Blue 3.5'' 160Gb
PSU: Seasonic FOCUS Gold 550W (Semi-Modular)
Case: Corsair Carbide 400C

I built it myself, but I don't know if I did something wrong. When I plug in the PSU I start feeling electricity flowing through the screws holding the cables' side panel (One side is an acrylic window panel that don't use screws and the other side is just a plain metal panel that covers cables). I tried looking for other points that have the same feeling, but everything's fine, just those damn screws. Could it be because of the PSU? Or is it something that I did wrong when building up my PC?
