Is it normal to see power percentage fluctuating on gtx 1070?

Does power percentage fluctuation mean that I need a 750 WATT PSU instead of a 600, or is it the graphics card that is faulty?

Memory: 6GB Ram

The power is supposed to to change, that's the entire point. No sense in wasting energy (and increasing temperature) while it's waiting for the next frame
