[SOLVED] Is it normal?

Solution
I set it 3000Mhz still happens, on ssd its still happens even sometimes more stutters happening, i think its my cpu because the 100 cpu load in games (like open big world) i will prefer to upgrade to ryzen 5 1600 AF.
If you are playing at low resolution then its your CPU. Upgrade to 1600AF.
I have some stutters like in this video
View: https://www.youtube.com/watch?v=lSwtHa96Xf0
when you jump off the bus, or when you on the map.
GTX 660 TI
Ryzen 3 3200G
2x8 RAM DDR4 3000Mhz
SSD 256GB PATRIOT BURST
Judging by the charts the video has, it seems like your iGPU is doing most of the work while battling with your gpu hence the stuttering in frames.

Disable your integrated graphics and see if that solves your issue.
If you dont know how to, look at this tutorial

get into the BIOS of your PC and enable the XMP/DOCP feature. This will clock your RAM to the advertised speed of 3000MHz.At the moment it´s only at 2666MHz.

Did you install the game to the SSD or the HDD? Install it to the SSD

Check the SSD with its toolbox
http://downloads.patriotmemory.com/info/toolbox/2.5/toolbox_complete_1.18x1.zip

Eventually update its firmware as well

check your backgound tasks:
Sub-optimal background CPU (17%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC).
