is it ok for a pc not to use avr?

Solution
Almost forgot about something important, AVR with servo motor is loud but only if the voltage is instable. This means, if you are disturbed by the AVR loudness, the voltage is unstable.
I would really suggest getting an UPS.
Even if everything is stable, black out is still not good.

You might wanna consider getting an UPS.
UPS is not loud.

auto voltage regulator you mean?
AVR does not really help much, UPS is the better solution to protect your system.

About if it is ok to not use AVR or UPS, well, back home in Jakarta, I would not use the PC without it but in Germany, where I currently live, I do not really need UPS/AVR.
It depends on the electrical quality, where you use the PC.

i lived in philippines nothing its stable unless there would be a black out
