The problem is no one knows if the monitor will last for a week or another five years. Anything the seller tells you will be just to get you to buy his product.
Buying monitors (or anything really) used on eBay is always a risk. You just have to trust the seller is actually telling the truth in his description and whatever correspondence you may have. Just make sure you buy from a seller with a high (>98%) seller rating.
And at least if it's dead on arrival you have PayPal/eBay's policies to protect you.
Ask the seller to answer honestly where this monitor came from. You don't want a monitor which was used in McDonalds or a bank - you will see the menu on the screen even when the monitor is turned off 😉
Why is it not good for gaming? because of the graphics right? or the response time? and I have to stay under at least 40 dollars..going cheap on monitors on my budget build
You can buy a crappy, used, 10 year old 17" 1024x768 for $30 now (that may not work correctly), and then spend another $60+ for something that actually works for gaming.
Or you can just buy something rational the first time for $60.
Remember...you will be looking at this for hours at a time.

8ms is not as good as 5ms, or 2ms, or 1ms.
Is it good enough for you? Only your eyes can tell.
