[SOLVED] Is it possible for BIOS or CPUZ to mis-read memory module size?

Scenario: Upgrading from 16gb ram (2x 8GB sticks) to 32GB (2x16GB sticks). Ordered new ram (Patriot Viper 3600Mhz 2x16GB) and replaced the old.
(ASUS ROG Maximus IX Hero mobo w I7 7700K

-System reports only 16gb...no boot problems.
-update bios. no issues, still 16gb.
-flash cmos. no change.
-take 1 stick out, now reports 8GB??
-try other stick. also says 8GB.
-check with CPUZ, it also reports 8GB on each stick (with only one stick physically installed).

-Both the packaging and the stickers on the RAM clearly say 2x16GB (32GB).

Is there a chance that it's on my end, or did some sneaky SOB switch the stickers/packaging and they sold me 8gb sticks? I've been building systems for a while and this is the first time I've had this issue so I'm pretty sure its not on my end but figured I would cover my bases before making an angry call.

use thaiphoon burner then go read SPD on eeprom tab to see or aida64 at motherboard then spd, there you will see the spd of the ram chip info.
