Question Is it possible for my PC to trip a breaker without shutting off?

I'm an amateur PC builder but I had help building my PC. It turned on, but the fans are gloing really loud all the time and my CPU (13900KF) is boosting to 6 Ghz. At one point while the PC was on a breaker went down, no lights or anything but my PC was still on, is it possible my PC caused it? If so shouldn't it be the first thing that shut down? I also realized my Monitor didn't shut off either which has a seprate power cable. Is this a BIOS and software problem or spmething was installed badly? I also got a screen after a restart that said that "Your cooler has been somewhat characterized". Now I'm scared to turn it on.

Specs: PSU: Corsair HX1200 Mobo: Asus Strix Z790-F Gaming CPU: i9 13900KF Ram G.Skill Trident 2x16GB 6400MHZ Case: Phanteks Eclipse P600S GPU: Asus TUF OC RTX 4090

If it flips the breaker that will turn it off. It won't trip a breaker for a circuit it is not attached to. Doesn't work that way.

Fans are cranked up because the CPU is designed to run near max temp all the time. So fans will stay at max speeds to try to keep it cool. Turn on eco mode to lower power used and let it run cooler if you wish.

No idea what that message means though. Not seen that before.

Maybe that was a weird coincidence. Only one of my cores are at 6Ghz, others aren't and the fans that are going apeshit are not the CPU fans but 2 Noctua fans that were installed in the top of my Phanteks P600S case, they're at 100% all the time and are very loud
