Question Is it possible for top PCIe x16 slot to cease functioning?

My PC only displays thru its CPU graphics. Unplugged and plugged my GPU but had no success. Then I tried putting it up on the second PCIe slot and I have display with my GPU now.

Is it possible for my top PCIe slot to cease functioning while the second slot still works?

Specs are as follows:
Intel Core i5 4690K
Asus Z97-P
NVIDIA GeForce GTX 750 Ti
Expansion slots
1 x PCIe 3.0/2.0 x16 (x16 mode, gray)
1 x PCIe 2.0 x16 (x2 mode, black)
2 x PCIe x1
2 x PCI

GPU-Z says bus interface is PCI-Express x16 2.0 @ x2 2.0. This confirms that it's at slot 2 right? Will it still run at highest possible speed if slot 1 is empty?

I'm sorry but I'm having a hard time understanding some of the terms. Thank you in advance.
 
Yes, it is possible for a PCIE expansion slot to fail, but I'd check it for dust before giving up on it.
The secondary PCIE slot that motherboard has only runs at x2 mode even with the top slot empty. This will likely limit even the GTX 750Ti.
