Question Is it possible that my pc is underperforming because of windows?

Hello, I have a question... Is it possible that my pc is underperforming because of windows 10? I ask this because on my last pc my games were crashing for no reason (I didn't have pirated windows, yeah I'm bad person), when I gave pc to a guy who fixes pc's he said that everything is fine, but he still changed windows and everything worked fine after that (I'm pretty sure that he didn't installed pirated widows because it was very cheap). On my new pc I also have pirated windows. I wanted to ask if this is this possible or not because I would like to try something to fix this before giving my pc to repair and maybe pay for nothing. I know that my pc is underperforming because (for example Fortnite) I have almost always under 100 fps (on low settings) and it's droping, on benchmark video with same exact specs guy has 200+ fps, and also in GTA V online I have under 60 fps on normal setting except for textures on high, or on CSGO I have under 100 fps on some maps. And I have 144Hz monitor so It looks and feels bad. If somebody know the fix let me know, and let me know if I shoud try to install new windows 10.

Here are my specs:
GPU: GTX 1650 super
CPU: Ryzen 5 3400G
RAM: 8 (2x4)

be sure the monitor is connected to the 1650 and not the motherboard´s video ports

to have a look what the problem could be:

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth
