I found this article on the web https://www.saznajnovo.com/2013/04/proverite-koliko-struje-potrosi-vas-racunar/ and following instructions I calculate that my PC cost me around 170€ per year (with monitors). Is it possible that the computer consumes so little power? It's realy cheap, right? Also I saw that numbers at the bottom of article in Serbia it cost around 20 EUR per year?!

Sure.
In average US prices...$0.12 per kwh, a 500 watt power use for 8 hours a day = $175/year.
500 watts = 350 watts actual for the PC, and 75 watts each for 2 monitors.

depends on the computer. the newer the components are the less power they consume. if you have a desktop computer using only an integrated GPU with only one HDD or SSD then you won't have to worry about it consuming that much

And in relation to the above mentioned "500 watts"....
As I sit here with my system idling (specs at my avatar to the left) talking to you guys....it is using ~150 watts, including 2 x 24" Asus monitors.
