I am looking for a SATA III expansion card and I saw this one: https://www.amazon.ca/Expansion-Ubi...card&qid=1558788751&s=electronics&sr=1-7&th=1

My issue is that it is the size of a PCIe 1.0 expansion slot. My motherboard has 3 of these sized slots available. But, everything that I have read so far shows that the small 1.0 slots are limited in speed.

Can I plug this smaller expansion card into the one open PCIe 2.0 (x4) slot that is on my motherboard? It is a full size slot and this is a smaller size card.

Here is a link to my motherboard: https://www.msi.com/Motherboard/support/Z97-GUARD-PRO#down-manual

I have a video card in the first PCIe 3.0 slot. The motherboard manual says the next big one (blue) is a 2.0 (x4) slot.

The description on Amazon says this is a 2.0 card but I'm not sure.

The larger PCIe slots are also compatible with the smaller PCIe slot devices. So, you can install x1, x4, x8, and x16 devices in a x16 slot, for example.

You are fine to do as you suggested as the slots are also backward compatible with lower version devices. All is good.
