Question is it possible to boot my pc without a CPU cooler?

Hello guys, this is my first time building a computer and all of the parts has arrived except for the cpu water cooler. Now I just can't wait to start build my PC.
I know that you are not suppose to run your computer without a CPU cooler, but I wonder if i can get away with having a fan blowing straight into the cpu. I just want to install the OS and see if I can get into Windows, I'm not going to give my CPU any work load. Will this still fry my cpu?

briefly, not boot it might POST.
I remember forgetting the cooler on an AMD thunderbird core. 5 seconds is pretty generous from my memory but things have changed since then.
very costly oversight on my part.

no cooler- no power. is a good rule of thumb to learn. if the cooler is coming off take the power first.
