The Seasonic Should be fine for either configuration.
Cost wise going CF is cheaper but like any multi GPU setup will have scaling issues in addition to the big power/heat output of dual R9 290s; Not every game uses CF to its best effect and in some cases you'll be better off turning it off altogether but when it works two R9 290s are a devastatingly powerful pairing.
A point: Monitor res/speed; Either configuration will really need either a 120+Hz 1080 display or a full Gsync or Freesync monitor to make the upgrade truly worthwhile, if you're on a single 1080 60Hz display, you'll get very little overall benefit from either GPU upgrade.
Yes, it's possible but be sure that:
The case has plenty of airflow to get rid of the heat (looks like that's covered) ;)
The power supply can feed them.
They will fit inside the case.
The motherboard places them far enough apart.
