Question Is it possible to fix artifacting

Recently i thought of buying a new graphics card and i saw a GTX 970 for a lower price that artifacts on windows and basic applications or in other words artifacts on non videogames stuff (thats what the description said).

Is it possible to fix the artifacting and get the graphic card for cheaper?

Is it doing this with only DisplayPort or any display output used? My GTX 970 has an issue with glitching desktop (and games) when using DP. Using DVI "fixes" the issue and allows for 144Hz on my older monitor.
