my friend has a 4k monitor because he bought one with an xbox x a while ago. can someone make a decent pc that does 4k for 1000$?

Do u already have PC components available?
"decent"=? How much FPS do u want? Are u okey with low/medium graphics settings in newer games?
Which games would u play mainly?

PC that does 4K 'gaming' or 4K 'videos'? Videos yes. Gaming not really.

Don't know what the 4K display is but a graphics card that can do proper 4K gaming (hold frame rate at around 60FPS) is RTX 2080Ti and that is around $1000 +$100/$200. To feed a card with the data it needs you'd need a powerful CPU too and those are also normally above $300.

You have to specify graphic settings and if can, games.

Rainbow six siege(4k MAXED+FXAA) I get 61 average (52.8min/74.8max) with Ryzen 7 1700 + Asus rtx2070 strix oc gaming

Yes, you can.
A 4k monitor will be limited to 60hz.
If that is satisfactory for your games, then your budget is OK.
I mainly play strategy games like civ 4.
I have two 4k monitors on two different systems.
One has a GTX750ti that displays 4k nicely.
More in the gaming arena is a GTX1080ti which runs a 40"4k monitor well.
It maintains 60 fps regardless of how I move things, even on the highest of quality settings.

If you budget something like $250 for a ryzen 3000 or intel 9th gen processor and parhaps 2x that for a graphics card, you can meet your budget.

You can build a decent 4K streaming PC for $300 to $400. For gaming though, you might be able to build one to a basic level for around $1,000 with careful component selection and an RTX 2070. A 2080 or 2080 Ti will do better at 4K, but the 2070 does fairly well with moderate settings.

It's doable at $1,000 if you don't mind tweaking some graphic settings.

Most of the review settings were on High/Ultra, dumping those down to Medium should bring it close to 60 FPS.

If you're playing competitive games high refresh and low latency are more desirable in my opinion. 144hz 1ms TN monitors. 4k is very niche. There is also the viewing angle argument that there is no perceivable difference between 1440p and 4k with desk usage. If you're building a home movie theater and you can afford an 85'' 4k TV then it might be a good move.

you DO NOT need a 2080ti for 4k m8, you could get 4k 60 on a 2070. and you are incorrect about the cpu too, as you go up in resolution the load gets LESS on the cpu, meaning that you can use a cheaper cpu on 4k than what you can at 1080p, a system with a 2060/2070 and an r5 2600 will get 4k 60 np at all
the examples you said, lets say a 2080ti with a 2700x. will get 100+ at 4k

First of all, All 4k monitors I have seen have panels limited to 60hz.
Still, that is a good rate for most games, the exception being fast action games.
One needs to define "decent" and to know what types of games are anticipated.
4k @60FPS at high quality is easy for some games like civ4 which I play a lot. I use a GTX1080ti . Others I dabble in like like FSX, skyrim, fortnite. farcry seem to run satisfactorily.
4k @60hz works fine on a GTX750ti for a really static game like civ2.
But... I may not be that picky and I have a very good processor, a I5-8600K@5.0

My suggestion to the OP is to make a build budgeting about 2x the cost of the processor for the graphics card.
Whatever else, budget for a large SSD for windows and games.

Buy a quality PSU in the 550-650w range to allow for a future graphics upgrade. Seasonic focus is excellent.

Bust the budget for a case he loves. It will be relevant for a very long time. Plan on air cooling. It is cheaper, quieter, less expensive and will perform as well as a aio cooler.
Plus, it will not leak.

As to the cpu, a modern intel 9th gen or ryzen 3000 processor of $200 or more will do a decent job.

Not all 4k monitors will do 60hz.
That usually requires a displayport connection.
What is the make/model of the monitor?
What kinds of games are anticipated?

Like I said, I run Rainbow Six Siege at 4k 58-61fps ultra maxed with rtx2070. I might not reach all games in ultra but in most games I play seems to be pretty darn close. You have to forget raytracing for now because its immature tech and there are how many games with it? If are just aiming at 4k ultra the rtx2070 seems fine or even go with the Super. I considered gtx1660ti (Won't do 4k@60fps)due to its performance per watt ratio but I wanted to also try raytracing even if I don’t have the best fps.

The rtx2070 is slightly better than an gtx1080. If you wanted solid 4k 60fps on more games its subjective if the $200+ more is worth it or not. Some games like Tomb Raider at 4k ultra are used as benchmarking and still struggles with modern hardware so unless you are willing to spend a lot, forget some games at 4k ultra @60FPS
