Is it possible to get better frame rates from a higher resolution monitor

Exactly you might be correct in your thoughts :)

Example:
When @720p your processor can support 45 frames even if your graphics card can support 55 frames you will still get 45 frames displayed called CPU Bottleneck.

But with the same system when your @ 1080p your CPU 45 frames might get equal to the graphics cards 45 frames simply @ higher resolution the graphics card gets pressurised more than in low resolution.

Im not sure about computertech82 saying as most benchmarks on internet is doing review on a card not the CPU bottleneck issue and from my experience I have seen selecting Higher resolution...
Actually the correct answer would be NO. It will force the cpu to work even harder, your frame rate WILL DROP, just like EVERY SINGLE BENCHMARK POSTED ON THE INTERNET, showing different resolutions.
If you want better fps, it's either drop details, or drop resolution.

Im not sure about computertech82 saying as most benchmarks on internet is doing review on a card not the CPU bottleneck issue and from my experience I have seen selecting Higher resolution increases GPU utilization to 100% when there was a CPU Bottoleneck in lower resolution GPU was utilizing 80%.

But yes this doesn't increase the Total system performance but the GPU gets more utilized which was the original thought by OP.
