Is it possible to get data (pictures) back from a formatted hd?

I read a comment by someone on the internet that after re formatting a RAW hard drive they where able to use a recovery tool (which they dint name) to get back 95% of there data?
is this possible?
if so what free software will do this?

yes. use tools like https://www.piriform.com/recuva you will need another hdd to recover to and depending on how big the drive it can take anywhere from 6 hours to 20+
its not quick and not 100% effective but it will find most files.

how long would a 250gb hd take?

about 4 - 10 hours. it took 18 for me to recover 1TB drive.

Formatting is data destructive, particularly when the original file system was FAT. If you manage to recover your data after formatting your drive, it will be despite formatting it, not because of it.
