Question Is it possible to have lower fps on updated gpu driver than the old drivers?

me aswell, i installed the latest geforce drivers on my RTX 2070 and my games used to run 144fps constant since i use a 144hz monitor, now on same settings, my games drop very low to about 90-110 constantly. I have tried OC and now im trying to reinstall the same driver(445.75) and if it doesnt work i will try the one right before (445.74).
