I want to play Rise of The Tomb Raider and on medium settings I have 25-30 fps in open world and 30-45 in caves, tombs. I want to have at least 30 fps no matter where. I have already overclocked my CPU.

I understand the game to be cpu dependent.
I think a typical G3258 can be overclocked a bit higher with good cooling.
If you are using the stock cooler, a Cryorig H7 will perform better than the stock cooler.
If you are using the stock cooler, check to see that it is mounted well.
You should be seeing 10-15c. over ambient at idle.
If you take your case covers off, the cooler will get more fresh air to work with.
To go from 25 to 30 fps minimum is an increase of 20%, that's a huge jump. Trying to get an extra 20% without changing hardware or dropping settings is not going to work. Sorry if thats not what you want to hear but you need to be realistic.
