Is it possible to mirror two HDDs then install Win 7 and be able to boot from either drive

Is it possible to mirror two HDDs then install Win 7 and be able to boot from either drive. For example, if drive 1 fails i would like to be able to pull it out and still be able to boot from drive 2? I am looking to use windows disk management to mirror can i install windows 7 on one drive then install the second and mirror after win 7 is installed or is there a different way? Any help will be greatly appreciated thank you

Or should I mirror the drives first, then install windows 7 and the installation will be copied on both drives, but im not sure if that will work creating a mirror on one pc then installing the drives on another machine and trying to install windows.
