No, your motherboard does not allow overclocking your CPU (but the CPU is OC'able). You need a b350/B450 mobo. You could OC your GPU though. That would be independent of your CPU.

No, it's the motherboard features which allow the CPU to OC. Not that your mobo OC's. For the GPU it's a little different. You can OC the GPU by itself. The mobo doesn't make a difference.

It's possible to overclock an unlocked CPU on a locked motherboard using Throttlestop software. The OC happens from in Windows.
