Question Is it possible to permanently delete data (in general) so that it can never be recovered?

I am wondering if it is possible to delete data permanently (other than reformatting a drive or reinstalling Windows). I know that you could just destroy the drive so that the data cannot be accessed, but that is not what I mean. I have heard that data can never truly be deleted, but then I have also heard of tools that can recover deleted data.
