Is it possible to stream a game and play on either side against each other (makes sense in description)?

OK apologies about the title. I have a PC that I am turning into a Steam Machine because otherwise, it's just a paperweight. I also have a gaming PC. What I'm wondering is that with a game like Command and Conquer, or Total War: Rome (for example), is it possible for me to stream that game to the Steam Machine, and then be able to play a LAN party, so one person on the gaming pc, the other on the Steam Machine, against each other.

Not if you only have one copy that is tied to your account, BUT if other person has own Steam account and have a copy, then yes. But to use LAN for a same copy from your own account on two computers, nope.
