Question Is it pure luck to get 5.0ghz oc on the cpu? or cooling issue?

Hi guys I just built a new rig and I am trying to push overclock for the first time in my life.

My set up is
cpu: i7 9700k
mb: Rog Maximus xi here
ram: Corsair Vengeance rgb pro (oc to 3500hz cl15/15/30/420)
gpu: Aorus RTX 2080 Xtreme
psu: Thermaltake irgb 850w platinum
cooling: evga clc240
case: Thermaltake p3

I have oc the ram without much problem, but when it comes to cpu I am not able to go any higher then 4.8ghz. If I put anything lower the 1.28v, my rig does not even start on anything above 4.8, but if put anything above 1.29, temperature rise up to 97’c during stress test

In order to go any higher then 4.8 at this point, what should I try or buy? Do you guys think i need better cooling?
 
it's called the silicon lottery for a reason.

cooling helps for sure and better cooling may give you a better oc. however, it depends on the chip you got and what it is capable of. 4.8 might be the limit of that particular cpu. you can try better cooling and might get that last few mhz but you may not. all you can do is try really. you won't know for certain until you try.

your motherboard's power delivery is also an issue. how hot are the vrm's getting on the motherboard? if they get too hot they can't deliver as much power which can choke out the cpu as well. so many factors go into it, that it gets real expensive real fast. and in the end you never know what results you can get out of each chip.
