Well I have a intel 8700K, MSI Z370 Gaming pro Carbon AC Motherboard, Corsair 850 watt power supply.Depends on what CPU you have and what you do with it, and if you already have the right motherboard/cooler/power supply to do it.

I use vsync so it never goes past 60 fpsWell it won't hurt, but whether or not you'll see a significant effect depends on what you're doing. For example if you're gaming I doubt it'll make a big difference unless you're already getting well over 100 fps.

Yes, it runs better if it's overclocked. A movie encoding that would take about 20 min's is complete in 15 min's now.
