Is it reasonable to think you add core GHZ?

So let's say I want a 3.7 GHZ Quad Core computer. And I'm looking at speed. Would I say that this processor has 14.8 GHZ or is that completely unreasonable. I have read in on this and people say that it is good for multi-tasking and others say it is good for doubling or even quadrupling performance. Which one is correct and is it 14.8 GHZ?

Solution
Each core runs at that speed, so no, its not a "14.8GHz" computer. It is a quad core running at 3.7GHz, and that is the correct terminology.
