Is it reasonable to think you add core GHZ?

So let's say I want a 3.7 GHZ Quad Core computer. And I'm looking at speed. Would I say that this processor has 14.8 GHZ or is that completely unreasonable. I have read in on this and people say that it is good for multi-tasking and others say it is good for doubling or even quadrupling performance. Which one is correct and is it 14.8 GHZ?

Solution
You have a 4 core processor running at 3.7ghz.
and guess what, if your 4 core processor running at 3.7 Ghz, is an intel then its faster than my 6 core processor running at 3.8ghz because intel processors can get more work done per clock then AMD can. So now you see the whole clock & core count discussion is really not how to discuss cpu's at all.
