I am not playing a game, and the degrees are about 35-40C?
When I use low power fans it reaches around 30C
Should I keep fans on always, even when not gaming or just when playing a game to lengthen their usability?

Unless they are cheap fans, their bearings will outlast your desire to use them. If it is simple to turn them off, then go ahead to reduce noise. But, I would just let them run to avoid forgetting to turn them back on.
