Is it risky to overclock my CPU (and maybe GPU) with this PSU?

I have an R9 280x as well as an i5 4670k. However, i have this (http://www.newegg.com/Product/Product.aspx?Item=N82E16817207013&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=) PSU. Is it safe to overclock on this PSU?

You should be fine with that PSU, it's actually a solid PSU. All XFX power supplies are manufactured by SeaSonic (they're the OEM), whereby most would argue SeaSonic are the best in the business for PSUs.

Again you should be fine to overclock.
