Is it risky to run a gtx 970 on a 500W PSU?

I'm planning to upgrade to a gtx 970, however my power supply is only 500W (EVGA 500B) and the minimum requirement for the gtx 970 is 500W. One of my friends told me that if your PSU is the MAX of the MIN of the card, then it's very risky to put one in. How risky is it, if at all?

The 970 only draws ~180w at full load. It will run on a quality 500w.

Just to be EXTREMELY clear, will it be able to run on a EVGA 500B?

The 970 requires 28 Amps on the 12V rail, the B500 has 40 Amps on the 12V rail. Good to go.
