Is it safe to have a external power supply power my entire PC Externally

You mean battery backup? If so then UPS's have been around for quite a while. Or are you talking about an externally mounted PSU because the case can't accommodate it?

Totally fine. I've got two PSU's in a milk crate mounted with zip ties, lol.
