Is it safe for me to set up my PC and console in my unfinished basement?

I just want to know if it is safe for me to setup my desktop PC and my other electronics in an unused space which is my basement.

I have a small, unfinished basement. It is used only for storage at the moment. The walls are made of cement bricks and the floor is a cement pad. The ceiling is open. There is also the hot water heater. There is one window.

We have had one water leak, but it has been fixed.

Well, I keep mine in similar circumstances while I look for a new home. I use ventilated plastic shelving, meant to be part of a set of shelves, to keep the equipment and power supplies up off the floor. So far, one flood, no damage.

Ok. Another question. There are 4 outlets total, 3 on the ceiling and one on the wall. Is it safe to run an extension down to the floor? I was planning to run a extension down to a mounted surge protector.
 
Don't see why not, but attach it physically to something in the ceiling so that its own weight won't pull it out of the outlet.

Just be sure that the circuit in question has enough spare power to run everything.
