Is it safe to build a PC with no external cover at all?

Can I just leave all my hardware laying on the floor instead of going through the trouble of fitting the hardware into cases and buying them? I'm just very lazy and I hate having to loop wires here and there while having to secure some components into place.

if you will spring for a marble slab, get a bench case.

example only not an endorsement. also called an open frame case

barring that the minimum I suggest is a motherboard tray with backplate, this will at least support any cards inserted into the board, preventing a slight bump from splitting your PCI-e slot in twain

it will work. for how long?
The case does a bit more than just hold the parts, it is a major grounding component. each part screws into the case and then it is grounded properly.
My case has no outer panels installed, but the PC is in the case, so it is properly grounded.

Seriously? You can't be bothered putting the parts in a case, but you're willing to play with the expense and effort of that? Great if you're a bench tester, but if you want to run a semi permanent systen, put it in a case where it is more dust free, and has better air flow.
