Is it safe to overclock an FX-8350 on an ASRock 970 Extreme4?

I've been trying to overclock my FX-8350 to 4.8+ GHz for a couple of days but haven't had much success past 4.4 GHz. I have an H100i and my CPU temp stays around 30*C at full load, so the temperature is not a problem. Just wondering if the ASRock 970 Extreme4 is the problem or if I need to take a closer look at something else.

My specs are as follows:

You are right, it is your MB problem because the MB has only 4+1 power phase count. It...
I kept the base clock at stock 200MHz so I wouldn't be affecting the rest of the components. I set the multiplier to x22.00 (4400MHz) and a vCore of 1.4250V. After I get past that point my CPU starts to throttle at around 30*C (Lol), my computer freezes, or I get errors in IntelBurnTest and Prime95.
 
Just got mine past 5.0 ghz. a few days ago on a Sabertooth Rev. 2 board.

Cooling with a huge Phanteks air cooler.

It's trial and error and a lot of adjustments , also you need to get lucky and get a good CPU that overclocks well.

What speeds could I expect with this board, an aftermarket cooler, and an FX-6300? Also, what (kinda budget) board do you recommend for that cpu? A sabertooth 990fx is really too expensive for me lol.
