Is it safe to overclock?

My system is

CPU: intel i7 4820k @3.7 GHz
GPU: Nvidia GeForce GTX 760 2GB
Memory: Adata 2x 8GB ram
Hard drive: 1TB
BD-ROM/DVD Rewriter
Operating system: windows 8.1
Cooling: 2 120mm silent fans, 1 140mm silent fan, and my CPU is liquid cooled from asetek
Case: Ibuypower 410 phantom LED lit
Power Supply: SolyTech SL-8600EPS ATX 600 watt

I want to be able to over clock my CPU to around 4.3 GHz and I was wondering if it was safe with my current power supply?
 
From what I've read, that particular PSU is decent, but SolyTech is mostly known for it's low-end PSUs, sold under a dozen different brand names. It's got the rated capacity to handle it, but I would be cautious about doing anything beyond a mild OC. Personally, if I was going for a 600MHz jump, I'd invest in a higher quality PSU, such as can be found at the link below - preferably from Tier 1 or 2.
 
Well I can't see why not. There should be enough power for overclocking. You didn't mention your mobo. Can it deliver enough power to the cpu? Still I would look for a well known bran psu for such big oc.
