Is it safe to reformat SSD/Boot and HDD/Storage

Hello guys, i have a couple of questions

I have an SSD (128GB) for boot drive and an HDD (2TB) for storage, they have been configured properly and they are NOT giving any problems at all, however, what if I want to reformat the the OS (SSD), would I have to reformat HDD aswell? since they are tight together? or reformating the SSD would be good without reformatting and reinstalling all programs and data to the D: (HDD) Drive.

Another question, if I have already completed all installations to the SDD, nothing else needs to be installed because all programs and data is on the D: Drive, why the SSD (Boot Drive) keeps adding data? meaning I keep losing space, I started with over free 40GB and now is down to 24GB, I do clean ever once in a while the "temp" forlder, however that doesn't cover the amount lost,

any ideas?

If you ever re-install Windows on the SSD, you will also have to re-install any applications or games regardless of which drive they are currently installed on.

Can't help with the disappearing free space issue. It's not something I have encountered.
thx alexoiu, i did the recommended tip, didnt help, actually it slowed my boot time.

on the other hand, i have no idea how it happen, but the drive did released about 25GB of the SSD space, i guess one of the tips did actually work towards that purpose, but not boot time.
