I have just got i7 4770 and it came with BIOS settings of CPU fan: Full Power and System fan: Normal.
I also have similar temps. If I set the CPU fan to normal temps at idle are around 40+ which I don't think is normal.
When gaming temps are around 70C.
No there is no problem on running your fans at full speed if you're not annoyed by the noise and your cpu temps are perfect. I also own a 4770k my temps are 70 while gaming.

So you don't think it will shorten the life of the CPU fan?
Edit: I tried the CPU fan at normal again and after boot it idled at around 30C so I am happy.
