Is it safe to use electical tape to seal/cover the unused pci slot(metal bracket) in the back of pc case?

Solution
You can use electrical tape. It won't short anything. I'd keep it off any of the electronics like the motherboard or PCIe cards still though. I would try to find an actual slot cover and screw it in to cover the slot. This would be more proper. Over time heat may make it shrink or melt the adhesive. Higher quality tape is more resistant. A proper slot cover would cost less and last as long as the PC does.
