Is it the game or the card ?

When playing replay scenes from a game I notice missing Poligons on some of the characters outfits.
Can this be fixed by a new, better card or is this something I can attribute to the game itself ?

Depends which game it is. Some games have problems with certain video card drivers.

Ask around on that game's forums.
