Is it the GPU's fault (RX 460) or the HDMI cable's?

I just got the GPU and along with it, an HDMI cable. It's showing artifacts and also the screen goes black for a few seconds like when I switch between modes. (I have a SyncMaster P2470HD.)
Is it the GPU's fault or the cable's? I read that if it's the GPU's, the artifacts are showing in screenshots, which they don't in my case. (I don't know how real the statement is.)

I recommend replacing that with a quality unit.

The VS isn't ment for anything other than low end workstations.

It's a very low quality PSU.

I see, but my question still stands. Everything worked well with my previous GPU that was using a VGA port.
