Is it the graphics card?? PC restarts during boot up

i3 3.2ghz, 8gb ram, 2gb nvidia GeForce gt 630 (had a 1gb ati radeon 5450 - I think), windows 7, dell Inspiron 580.

The ati failed after I reinstalled windows 7.... Then I installed the GeForce gt 630...after this bios takes some time to load, then as the pc boots into windows it shuts down for around 2-3 minutes then suddenly powers up and the desktop appears.

I checked each stick of ram by booting the pc up using only 1 stick at a time (2gb x 4)....problem occurred using all four sticks.

I ran startup repair which made no difference, so

I then reinstalled windows again and this made no difference....

Is it possible the graphics card is causing this? Should I be concerned?

I don't have the best knowledge of hardware so any correct advice would be greatly appreciated.
 
Okay, if one video card failed, then memory starts failing, then this really doesn't sounds like a 'Windows' problem. I would more likely point to the mobo is failing probably, less likely the PSU can't support the new demands. Further you reinstalled windows, since that is a clean install that eliminated Windows as the problem. Do you have still warranty on this?

No unfortunately the warranty just ran out after 2 years,

I guess I'll have to buy a new PC
