Turbo Boost is normally default enabled as long as you've taken no earlier action to disable it...but, you can check assorted BIOS options to confirm that easily enough

I saw little advantage for high performance mode within Windows Power plans, as Balanced would ramp up clock speed under any sort of load, then allow it to fluctuate down to 800-1800 MHz when merely surfing the web, watching Youtube, etc... I see little advantage to staying at constant 4.x GHz (Performance mode) when the CPU can ramp that high instantly when needed, and then still conserve power when only reading Tom's Hardware, etc...
 
I've always found windows management of cpu speeds sloppy and overbearing, many times slowing stuff down unnecessarily. I put all my systems in high performance, even my laptop. Because I don't care how long the battery lasts if it slows down to a crawl.
