Is it true that a newly applied thermal paste is not that effective?

I bought a Deepcool Gamma Archer Heat Sink Fan with newly applied thermal paste that comes along with it.

I have an i5 4570 processor which is 45-55 C when browsing and 65-75 in gaming ( Battlefield 1 ).

Is it true that I have to wait for the Thermal Paste to be 'cooked' before my Idle temps goes down?

Your CPU cooler isn't good is why.

It's basically just a stock cooler replacement incase a stock cooler dies.

If you want better temps you need a good CPU cooler.

That said, 75C while gaming isn't bad.
