Is it true that Windows 10 dropped out bluetooth tethering?

Hi, before upgrading to Windows 10 I'd like a definite answer to this question... Hot spot eats up the battery and its much less efficient when all you want is to connect one laptop to the phone to surf on cellular...

I'd appreciate if anyone knows... I read online that Windows 10 supports only hotspot tethering and not bluetooth. If so, is there some 3rd party way to do this? (on android)
