The 6600K/6700K and 7600K/7700K CPUs don't come with heat sinks or fans either. You can do much better buying your own CPU cooling solution than any stock cooler Intel is going to provide.

As long as you are buying from a reputable retailer there is no problem with buying a CPU like that.
